These Terms of Use apply to all uses of the services on the Official Lottery Website (hereinafter referred to as the “Website”) provided by the council consisting of all prefectures and designated cities nationwide that sell lottery tickets (hereinafter referred to as the “Council”).
The services provided on this Website also include services provided through applications offered by the Council.
Users who use the above services are deemed to have agreed to these Terms of Use.
Article 1: Terms of Use
These Terms of Use apply to all uses of the services on the Official Lottery Website (hereinafter referred to as the “Website”) provided by the council consisting of all prefectures and designated cities nationwide that sell lottery tickets (hereinafter referred to as the “Council”).
The services provided on this Website also include services provided through applications offered by the Council.
Users who use the above services are deemed to have agreed to these Terms of Use.
Article 2: Scope of Application
These Terms and Conditions apply to all users of this Website.
Article 3: Amendments to These Terms
In accordance with Article 548-4 of the Civil Code, the Council may amend any provision of these Terms and Conditions or other conditions if it deems that changes have occurred in the business environment or for other reasonable reasons, by posting notices at sales locations, publishing them on this Website, or notifying users by other appropriate means.
The amendments described in the preceding paragraph shall take effect from the effective date specified at the time of publication or notification.
Article 4: Changes to and Suspension of Services
The Council may modify, add to, or discontinue part or all of the content of the Service in accordance with the preceding Article.
Article 5: Disclaimer
The Council makes no guarantees regarding the completeness, accuracy, reliability, or usefulness of the service content or the information obtained by users through the Service.
The Council shall not be liable for any damages incurred by users as a result of using the Service (including damages arising from disputes with other parties), and shall have no obligation to compensate for such damages.
Article 6: Principle of User Responsibility
If a user receives a request, claim, or complaint from a third party (domestic or foreign; the same shall apply hereinafter) in connection with the use of the Service, the user shall resolve such matters at their own expense and responsibility.
If a user has any requests, inquiries, or complaints regarding the conduct of other users or third parties, the user shall notify the relevant party directly and resolve the matter at their own expense and responsibility.
If a user causes damage to the Council or a third party through the use of the Service (including cases where damage is caused by the user’s failure to comply with these Terms of Use), the user shall compensate for such damage at their own expense and responsibility.
Article 7: Prohibition of Use Beyond Personal Use
Unless otherwise approved by the Council, users may not use any data, information, documents, statements, or similar materials (hereinafter collectively referred to as “Data, etc.”) obtained through the Service for copying, selling, or publication beyond the scope of private use permitted under the Copyright Act.
Users may not encourage third parties to engage in any acts that violate the preceding paragraph.
Article 8: Prohibition of Commercial Activities
Users are prohibited from using the Service for sales activities, profit-making purposes, or preparation for such activities (hereinafter referred to as “Commercial Activities”).
Notwithstanding the preceding paragraph, if separately approved by the Council, users may engage in business activities within the scope of such approval.
Article 9: Other Prohibited Acts
Users are prohibited from engaging in the following acts when using the Service:
- Any act that infringes or may infringe intellectual property rights, such as copyrights or trademarks, of the Council or third parties.
- Any act that infringes or may infringe property rights, privacy rights, or portrait rights of others.
- Any act that discriminates against, defames, or damages the honor or credibility of others.
- Any act that constitutes or may be associated with fraud or other criminal activities.
- Posting or displaying obscene images or documents, child pornography, or content involving abuse of children.
- Creating or participating in pyramid schemes.
- Altering or deleting information of the Council or others accessible through the Service.
- Impersonating another person to use the Service.
- Transmitting harmful computer programs or leaving them in a state where others may access them.
- Election campaigning, political activities, or any activities that violate laws related to public office elections.
- Accessing facilities or service equipment of other parties without authorization, or engaging in acts that interfere with or may interfere with their operation or use.
- Collecting personal information of others without consent or through fraudulent means.
- In addition to the above, any act that violates laws or regulations, these Terms of Use, or public order and morals (including prostitution, violence, or cruelty), interferes with the operation of the Service, damages the reputation or assets of the Council, or causes harm to others or the Council.
- Linking to Data, etc. that contains any of the above acts (including acts performed by third parties) for the purpose of encouraging such acts.
Article 10: Linking to This Website
Users should access this Website via the homepage:

Displaying this Website within a frame on another website is prohibited, as it may mislead users regarding the operator or the source of information.
Article 11: Deletion of Data, etc.
For reasons related to the operation and maintenance of the Service, the Council may delete data registered by users on service equipment without prior notice.
Article 12: Protection of Personal Information
Services provided by entities other than the Council shall be governed by the personal information protection policies of those entities.
Article 13: Governing Law and Jurisdiction
Unless otherwise specified, the use of the Service, the information posted, and the interpretation and application of these Terms of Use shall be governed by the laws of Japan.
In the event of any disputes arising from the use of this Website, the Tokyo District Court shall have exclusive jurisdiction as the court of first instance.
This information shall take effect as of April 1, 2012 (Japan Standard Time).
