Article 1 Scope of the Terms
The Lottery Membership Terms and Conditions (hereinafter referred to as the "Membership Terms and Conditions") stipulate the lottery membership system and the purchasing of lottery tickets, receipt of winnings, and other necessary matters on the lottery official website provided by the Council (hereinafter referred to as the "Council"), which is made up of all prefectures and designated cities nationwide that sell lottery tickets for members, the Quick One result confirmation site stipulated in Article 9, and the application provided by the Council (hereinafter referred to as the "Site").
Article 2 Membership
- A member is someone who has approved these Membership Terms and Conditions, applied for membership in accordance with the procedures set out in these Membership Terms and Conditions, and whose membership has been approved by the Council.
- The following people cannot become members:
- Corporation
- Those under 20 years of age
- Those who reside abroad
- We may refuse membership applications from individuals whose membership has been revoked in the past or who are otherwise deemed unsuitable by the Council.
- Members shall comply with applicable laws and regulations, these Membership Terms and Conditions, and any other terms and conditions separately established by the Council.
Article 3 Membership Registration
- When applying for membership, the following information will be registered as member information:
the name, address, postal code, date of birth, gender, telephone number, email address, login password for this site, nickname, profile picture, etc. of the person applying for membership. - When a member purchases a lottery ticket or receives winnings on this site, in addition to the items set out in the preceding paragraph, the member must register the following information as member information.
- Credit card information used to pay for lottery purchases or payment services provided by telecommunications carriers (hereinafter referred to as "mobile phone companies") (those designated by the Council, such as combined payment of telephone bills; hereinafter referred to as "carrier billing")), and information required for PayPay registration.
- Information on the bank account to be used to receive winnings (hereinafter referred to as the "receiving account")
- Each member will be issued one membership ID upon registration. Members cannot have multiple membership IDs.
- Credit cards used for payment when purchasing lottery tickets as stipulated in paragraph 2 must be in the member's own name, and family cards and corporate cards cannot be used.
- Carrier payments for purchasing lottery tickets as stipulated in paragraph 2 are limited to contracts in the member's own name, and contracts in the name of a family member or corporation cannot be used.
- When purchasing lottery tickets as stipulated in paragraph 2, PayPay accounts other than those in the Member's name may not be used.
- The receiving account stipulated in paragraph 2 shall be limited to a regular savings account in the member's own name.
- The Council shall not be liable for any damages incurred by members due to false or incorrect information provided in the member information.
Article 4: Changes to Member Information
If there are any changes to the member information registered in accordance with the previous article, the member must promptly make the necessary changes. The Council shall not be held responsible for any damages incurred as a result of not making any necessary changes to the member information.
Article 5 Use of the Application
- Members may use this site by installing the application provided by the Council (hereinafter referred to as the "Dedicated App") on their device (limited to devices capable of running the Dedicated App) and completing the prescribed procedures (such as logging in to the Dedicated App and registering as a member on the Dedicated App).
- Members shall be responsible for managing devices on which the dedicated app is installed in order to prevent unauthorized logins by third parties.
- The Council reserves the right to update the Dedicated App without prior notice. Members will be responsible for any communication charges and other costs required to update the App.
- The operating environment for the dedicated app will be described on the dedicated app itself.
Article 6: Password Management
- Members shall endeavor to prevent unauthorized logins to this site by using login passwords that are not easily guessed, and shall be responsible for managing their own login passwords.
- If the Council confirms through a prescribed method that the combination of email address and password entered matches that registered by the member, it will be deemed that the site has been used by a member. Even if a third party other than a member uses the site due to fraudulent use or other circumstances, the Council will not be held responsible for any damages that may result from such use.
- The provisions of the preceding paragraph shall also apply when using the dedicated app and the member ID stored within the dedicated app.
Article 7 Notice
Notifications from the Council to members will be sent by email to the email address registered as member information, displayed on a member-only page on this site, or by any other method the Council deems appropriate.
Article 8 Purchasing Lottery Tickets
- If a member wishes to purchase a lottery ticket on this site, they must apply for the purchase in accordance with the method specified by the Council.
- Upon completion of the purchase process on the Council's system following the application in the preceding paragraph, a sales contract will be established between the member and the Council.
- If a sales contract is concluded as described in the preceding paragraph, the purchase cannot be canceled or changed.
- Lottery tickets purchased on this site (excluding gifts as defined in Article 11) cannot be given as gifts.
- Members are not permitted to purchase lottery tickets from overseas, including during temporary travel.
- If you have agreed to automatic renewal in advance when using a continuous purchase, the same period or number of continuous purchases will be set from the day after the end of the continuous purchase period, and the same will apply thereafter. Note that a continuous purchase means an automatic purchase based on the frequency, amount, period, etc. that the member has set in advance, regardless of the member's individual operation.
- The Council will set a monthly purchase limit for each credit card company or mobile phone company.
- In addition to the above, the Council may set a maximum purchase amount.
- Members may set a maximum purchase amount per month.
- If a purchase is not completed due to exceeding the purchase limit, system failure, site downtime, etc., the Council will notify you that the purchase was not completed in the manner specified in Article 7. The Council shall not be liable for any damages incurred as a result of a purchase not being completed.
Article 9 Range of lottery tickets available for purchase on this site
- The lottery tickets that members can purchase on this site are as follows, excluding sealed lottery tickets such as scratch cards.
- Open-type lottery (hereinafter referred to as "regular lottery"),
National Lottery, Tokyo Lottery, Kanto, Chubu, Tohoku Lottery, Kinki Lottery, West Japan Lottery, Regional Medical Promotion Lottery, and other lotteries designated by the Council. - Number selection lottery:
Lotto 7, Lotto 6, Mini Lotto, Bingo 5, Numbers 4, Numbers 3 - Online lottery
dress-up Kuu-chan, Quick One
- Open-type lottery (hereinafter referred to as "regular lottery"),
- Lottery tickets that are not on sale at the member's registered address cannot be purchased.
Article 10 Joint Purchasing
- Multiple members may purchase tickets for the National Municipal Lottery, among other regular lottery tickets, jointly by bringing the number of tickets each member desires.
- Lottery tickets brought by multiple members as part of a joint purchase will become the shared property of the members participating in the joint purchase, and winnings will be distributed proportionally according to the number of tickets brought by each member.
- If a fraction less than 1 yen occurs when making the proportional allocation pursuant to the preceding paragraph, the winnings received by each member will be rounded down to the nearest 1 yen. Any winnings not allocated as a result of this method will be allocated to each member in the order of participation in the joint purchase, in 1 yen increments, until the remaining winnings are depleted.
Article 11. Gift Purchases
- Members can purchase the right to receive a specific number of National Lottery tickets (hereinafter referred to as a "Gift") on this Site for the purpose of giving it to another person.
- Members will notify the recipient of the URL necessary to receive the lottery ticket via email or other means, and the recipient will receive the lottery ticket by completing the prescribed procedures on this site, including member registration as stipulated in Article 3, Paragraph 2.
- If the recipient does not claim the lottery ticket by the specified date, the lottery ticket will become the property of the original gift purchaser.
Article 12 Management of Lottery Tickets
Lottery tickets purchased on this site will not have printed certificates; all tickets will be managed by the Council by creating electronic records.
Article 13 Confirmation of Winnings
The Council will verify the winning results of lottery tickets (excluding Quick One) purchased on this site, and the verification results will be displayed on the members-only page on this site.
For Quick One, the Council will verify the results when members complete the procedure to verify the winning results (challenge the game) on this site, and the verification results will be displayed on the purchase history details page on this site. In addition, for Quick One tickets for which the procedure to verify the winning results (challenge the game) has not been completed within the result verification period, the Council will verify the results collectively and display the verification results on the purchase history details page on this site.
Article 14 Payment of winnings
- Lottery winnings purchased on this site will be handled as follows:
- In the case of winnings of 10,000 yen or more per ticket, the winnings will be transferred to your receiving account within approximately one week, as a general rule, from the payment start date (for Quick Ones, the day after confirmation of all Quick One results displayed on the purchase history details screen on the members-only page has been completed).
- In the case of winning less than 10,000 yen per ticket
- As a general rule, winnings from draws from March to August will be transferred to your receiving account by the end of September, and winnings from draws from September to February will be transferred to your receiving account by the end of March (hereinafter, winnings whose payment is withheld will be referred to as "retained winnings", and the period during which payment is withheld will be referred to as the "payment withholding period").
- If the total amount of winnings and deposited winnings exceeds 10,000 yen during the payment reservation period, the full amount of winnings and deposited winnings will be transferred to your receiving account within approximately one week, as a general rule, from the start date of winnings payment (for Quick Ones, the day after the results of all Quick Ones displayed on the purchase history details screen on the members-only page have been confirmed).
- Members may request the Council to transfer the winnings they have received to their receiving account at any time. The Council will transfer the winnings to their receiving account within approximately one week from the date of receipt of the request.
- In the case of the preceding paragraph, if a transfer is not possible, the member must correct the member information related to the receiving account and apply for a re-transfer. When a re-transfer is made, if the member applies between the 1st and 15th of the current month, the money will be transferred to the changed receiving account within approximately one week from the 1st of the following month, in principle, and if the member applies between the 16th and the end of the current month, the money will be transferred within approximately one week from the 16th of the following month, in principle. In addition, if a transfer is not possible, the holding period for winnings and deposited winnings will be 10 years from the date of the original transfer, and no subsequent winnings or deposited winnings will be paid out.
- The deposited winnings can be applied in 1 yen increments to the price of lottery tickets purchased on this site.
Article 15 Payment of winnings, etc. in the event of a member's death
- If a member dies and is unable to receive the winnings or deposited winnings, the legal heirs will be required to follow the separate procedures set out by the Council.
- The Council will begin procedures regarding the death of a member after receiving notification from the legal heir.
- For lottery tickets purchased on this site, once all drawings have been completed (all Quick One results can be checked on this site) and the amount of winnings or deposited winnings has been determined, legal heirs can receive the winnings or deposited winnings.
- For Quick One lottery results for which confirmation has not been completed at the time of the member's death, the Council will confirm the results.
Article 16 Fun Lottery
- Regular lottery tickets purchased on this site are eligible for the "Lottery Day Fun Draw." However, lottery tickets brought together as part of a joint purchase as stipulated in Article 10 are excluded from this offer.
- If a regular lottery ticket purchased on this site is a winning ticket in the special lottery, the Association will display this information on the members-only page of this site. Members will then apply for catalog delivery, etc., based on this information.
Article 17 Recording of Transaction Details, etc.
The Council will store transaction details, such as purchasing lottery tickets on this site and receiving winnings, for a reasonable period of time in the form of electromagnetic records, etc. If any doubts arise regarding the transaction details, the electromagnetic records, etc. stored by the Council will be treated as legitimate.
Article 18 Interest
No interest will be paid on winnings or deposited winnings.
Article 19 Lottery Points Program
Members can use the points program provided by the Council. The contents of the points program are as follows:
- Lottery points awarded
- If you purchase a lottery ticket on this site, you will receive 1 lottery point for every 100 yen spent.
- When purchasing a lottery ticket at a lottery outlet, you will receive 1 lottery point for every 100 yen you spend. However, some lottery outlets may not be able to provide lottery points.
- If you meet the campaign eligibility conditions set by our council, you will be awarded lottery points in accordance with the conditions set by each campaign.
- The lottery point award rate may change without notice. In addition, if any fractional part occurs in the calculation of lottery points, the part after the decimal point will be rounded down.
- Use of lottery points
- Lottery points can be used to pay for all or part of the purchase price of lottery tickets on this site. In this case, lottery points can be used in 1 yen increments, with 1 point being 1 yen.
- Lottery points can be used to cover all or part of the purchase price of lottery tickets at lottery outlets. In this case, lottery points can be used in increments of 100 yen, with 1 point equaling 1 yen. However, some lottery outlets may not be able to cover all or part of the purchase price.
- Lottery points cannot be exchanged for cash.
- The Council may set an upper limit on the number of lottery points that can be applied to the purchase price per purchase.
- Lottery points expiration date
- The expiration date of lottery points is the end of the fiscal year following the fiscal year in which the points were awarded, and lottery points will become invalid after the expiration date. A fiscal year is defined as the period from April 1st to March 31st of the following year.
- Notwithstanding the above, the expiration date of lottery points awarded during campaigns will be subject to the conditions set forth in each campaign.
- Cancellation of Lottery Points
If the Council determines that any of the following applies, it may cancel all or part of the lottery points held by a member without prior notice to the member.- If there is any illegal or fraudulent activity regarding the purchase of lottery tickets
- In the event of a violation of the Membership Terms and Conditions established by the Council.
- Any other case in which the Council deems it appropriate to cancel lottery points.
Article 20 Lottery point cards, etc.
- When members earn or redeem points at a lottery sales outlet, they must present their lottery mobile point card or lottery point card.
- Members can use the QR code displayed on the members-only page of this site as a lottery mobile point card.
- Only one Lottery Point Card will be issued by the Council per member and will be sent to the address registered in accordance with Article 3. The ownership of the Lottery Point Card belongs to the Council.
- Members shall sign the Lottery Point Card promptly upon receipt and shall manage it at their own risk.
- Lottery point cards may only be used by the member himself/herself and may not be transferred, loaned, pledged as security, or otherwise disposed of to a third party.
Article 21 Loss of Lottery Point Card, etc.
- If the Lottery Point Card is lost or stolen, or becomes unusable due to defacement, damage, wear, etc., the Member must immediately contact the Call Center.
- If the Council receives notification that a lottery point card has been lost or stolen, it will suspend use of the card.
Article 22 Withdrawal
- Members may withdraw from the Association at any time by following the procedures set out by the Association. However, in the following cases, a member may not withdraw from the Association until the following situation is resolved:
- If all lottery drawings (checking all results on the website for Quick One) for lottery tickets purchased on this website have not been completed
- If you have a balance of winnings or deposited winnings
- If you complete the withdrawal procedure described in the preceding paragraph, you will lose all rights to lottery points and the "Lottery Day Fun Draw."
- In the event of a member's death, the withdrawal procedure will be considered completed at the time the legal heir receives the winnings or deposited winnings.
Article 23 Suspension or Cancellation of Membership
- If the Council determines that a member falls under any of the following items, it may take measures such as suspending or canceling the member's membership without prior notice. The Council shall not be liable for any damages incurred by the member or former member who has lost their membership as a result of this.
- If a member violates laws, regulations, or the Membership Terms and Conditions.
- If it is discovered that a member belongs to an anti-social force
- When it is necessary to ensure the security of members, such as when a password is entered incorrectly a certain number of times.
- If a member dies
- If the Council becomes unable to locate a member due to reasons such as not completing the procedure to change member information
- Any other case in which the Council deems it appropriate to take measures such as suspending or cancelling membership.
- If a member does not log in a certain number of times within a certain period of time specified by the Council, the Council may take the measures specified in the preceding paragraph without prior notice.
Article 24 Suspension of Use Upon Request from the Person
- When a member applies for suspension of use of this site in writing as separately specified by the Council, the Council may suspend the member's use of this site for a period separately specified by the Council.
- The Council may lift the suspension of a member's use of the Site in accordance with the provisions of the preceding paragraph when the member applies for lifting the suspension in writing as separately specified by the Council.
- A member whose use of this site has been suspended pursuant to the provisions of paragraph 1 shall not be able to apply for lifting the suspension of use of this site pursuant to the provisions of the preceding paragraph until a date separately determined by the Council.
Article 25 Suspension of Use by Family Members
- Any family member (meaning a relative living with the member (limited to those aged 20 or over) and any person specially approved by the Council; the same applies below) whose daily or social life is being affected or is likely to be affected by the purchase of lottery tickets may apply for the suspension of the member's use of the official lottery website by submitting documents and other documents separately specified by the Council.
- If an application is made as set forth in the preceding paragraph and the Council determines that the member whose use of the official lottery website is to be suspended (hereinafter referred to as the "suspension candidate") falls under the grounds for suspension, the Council will notify the suspension candidate and the family member who made the application as set forth in the preceding paragraph (hereinafter referred to as the "applicant family member") that the suspension candidate's use of the official lottery website will be suspended and the date to be determined separately by the Council as the period for which the suspension candidate's use will be suspended.
- If a candidate for suspension of use who has received a notice pursuant to the provisions of the preceding paragraph is dissatisfied with the notice, he/she may submit his/her opinion in writing to the Council by the day before the scheduled start date of the suspension of use.
- When a request as set forth in the preceding paragraph is received, the Council will review the content of the request and decide whether or not to suspend service, and will immediately notify the candidate for suspension and the applicant's family of the result.
- If an individual or an applicant's family member whose use has been suspended pursuant to the provisions of paragraph 2 applies for lifting the suspension in writing as separately specified by the Council, the Council may lift the suspension if the circumstances separately specified by the Council apply.
- A member whose use of the official lottery website has been suspended pursuant to the provisions of paragraph 2 shall not be able to apply for cancellation pursuant to the provisions of the preceding paragraph until a date separately determined by the Council.
- When the Council receives the documents pursuant to the provisions of paragraphs 1 and 5, it may request the submission of documents sufficient to substantiate the content of the application under each paragraph.
Article 26 Suspension of handling, etc.
- The Council may suspend all or part of lottery ticket purchases, winnings receipts, and other transactions on this site without prior notice if any of the following applies:
- When performing regular or emergency system maintenance or maintenance
- When the system is overloaded due to excessive access, etc.
- When it becomes necessary to ensure the security of members, the Council or a third party
- Other cases where the Council deems it necessary
- The Council shall not be liable for any damages incurred by members due to the suspension of the service as described in the preceding paragraph.
- The Council may terminate the purchase of lottery tickets, receipt of winnings, and other transactions on this site by notifying members in advance by sending an email to the email address registered as member information, displaying the notification on a members-only page on this site, or by any other method the Council deems appropriate.
Article 27 Disclaimer
- If purchasing lottery tickets on this site, receiving winnings, or other procedures are delayed or impossible due to reasons beyond the Council's control, such as a disaster or other incident, or unavoidable reasons such as measures taken by a court or other public institution, the Council shall not be liable for any damages incurred by members as a result.
- If the purchase of lottery tickets, receipt of winnings, or other transactions on this site are delayed or impossible due to failure of communication devices, lines, computers, etc., or telephone outages or other communication means, the Council shall not be liable for any damages incurred by members as a result.
- The Council shall not be held responsible for any damages incurred by members when purchasing lottery tickets on this site, receiving winnings, or otherwise handling the same, except in cases of willful misconduct or gross negligence on the part of the Council.
Article 28 Compliance with social norms, etc.
- Members shall not post, publish or send messages (hereinafter referred to as "Posts") on this Site that fall under the following categories:
- Anything that violates social norms or public order and morals
- Anything that infringes the rights of others
- Anything that causes inconvenience to others
- If the Council determines that a post falls under the category of posts described in the preceding paragraph, the Council may suspend or delete the post without notifying the member. The Council shall not be liable for any damages incurred by the member as a result of this.
Article 29 Copyright
- The copyright and all other intellectual property rights of the dedicated app belong to the Council.
- Members may not reproduce, copy, transfer, modify, or reverse engineer the program of the Dedicated App or any accompanying information.
Article 30 Other Prohibited Actions
Members shall not engage in any of the following acts or acts that could result in such acts:
- Providing benefits to antisocial forces or other acts of cooperation
- Unauthorized access
- Transferring, lending, offering as security, or otherwise disposing of all or part of the rights relating to the membership contract status, lottery winnings purchased, and deposited winnings to a third party.
- Any other actions that the Council deems inappropriate
Article 31 Handling of Personal Information
The Council will handle personal information obtained from members appropriately in accordance with the Council's privacy policy.
Article 32 Changes to the Membership Terms and Conditions
- Pursuant to Article 548-4 of the Civil Code, the Council may change any clause or other condition of these Membership Terms and Conditions if it is deemed that there is a change in the business environment or other reasonable cause, by posting a poster in-store detailing the changes, publishing an announcement on this website, or making such changes known by other appropriate means.
- The changes in the preceding paragraph shall be applied from the date of application specified at the time of publication, etc.
Article 33 Governing Law and Jurisdiction
This Agreement and all transactions based on this Agreement shall be governed by the laws of Japan. In the event of litigation arising from any transactions based on this Agreement, the Tokyo District Court shall have jurisdiction.
